CITY OF SAN FERNANDO -- In time of peace, prepare for war.
In a meeting with deputized disaster officers from various towns and the local media, Pampanga Governor Eddie Panlilio called the attention of local town officials to prepare a multi-disaster preparedness plan that would be adopted by the entire province.
“We need to prepare not just for one disaster but on all kinds so that when a disaster hits our province we are not caught ‘flat footed’,” Panlilio said during the Provincial Disaster Risk Management Planning-Workshop held at the Benigno Aquino Hall at the Capitol grounds.
The planning-workshop aims to consolidate various plans for disaster preparedness starting from the town level. The town officials along with representatives from the Provincial Disaster Coordinating Council (PDCC), Regional Disaster Coordinating Council (RDCC), Provincial Disaster Response Network (PDRN) and Philippine National Police (PNP) will formulate a multi-disaster preparedness plan that would be adopted for the whole province.
According to Neri Amparo, regional director of the Office of Civil Defense (OCD), there are problems as regards the process of acquiring aid for disaster areas. “This planning-workshop should establish a clear line of defense against disasters and disaster councils in the town level should be functional and operational when it comes to disaster response,” he said.
The planning-workshop featured proposal plans and systems in disaster management and coordination along with mitigations and long term solutions to perennial problems like flood. This would be consolidated by the PDCC and would be presented to the governor for evaluation. Officials are optimistic the Capitol would adopt the plan is not base other future disaster plans based on the document.
