According to Alain Algallar of the City Tourism Office, the project was first conceptualized from the initial Adopt a School Program and the eventual donation of musical instruments to the city government.
He said the orchestra would first set up a violinist group that would be trained by University of the Philippines (UP) Conservatory of Music graduate Cynthia Sanchez. The Orchestra is aimed to propagate musical culture and enhance musical talents from the city.
"The membership is open to all ages; however, they would be screened and grouped accordingly. The members will have free training and use of instruments," Algallar said adding that the group upon completion as an orchestra would be tasked to perform in various city events like the Sinukwan Festival and the Piyestang Tugak to name a few.
Orientation for the orchestra applicants will be held on January 15, while the first training of qualified applicants will start on the first Saturday of February.
The venue for the training and orientation is at the city atrium. Algallar added that the violinist group is just one of the many projects undertaken by various committees under the MSGC which traces its roots to the Harvard-tested system of management and governance -- the Public Governance System (PGS) being propagated by the Institute for the Solidarity in Asia (ISA).

Several national public institutions have also joined the group who uses the balanced scorecard to measure their performance in running their organizations.
The City Government of San Fernando has adopted the PGS for no less than two years, which resulted into various citations and commendations for the Local Government.
The MSGC here is manned by prominent names in various private sectors of the city.
